I just thought I'd look at how MetaCVS worked, and it solves all the problems 
I've been beating my head against a brick wall for the last 6 months about... 
Doh!  Rather than rewrite the entire server it's client side using some rather
clever ideas with hardlinks.

If it looks like it can be run natively (I'd rather avoid cygwin, because 
historically CVSNT has been self contained and IMO should remain so) I'll 
stick it in as soon as I get the details worked out.

It also rather neatly solves the case sensitivity problem on the server... 
The only problem is writing a layer that can support existing clients 
(relatively) transparently... although it sounds quite easy.
