RSH protocol is pretty useless.  It was pretty useless when it was
written but they didn't have any choice then... we have ssh now which at
least has some security.

There's no such protocol as :server: AFAIK.

There's really nothing to stop you setting CVS_RSH to 'rsh' and using
that as a default.  No changes to cvs are necessary.
