All protocols except 'ext' and 'gserver' send the root during
authentication, for precisely this reason (and gserver only for
historical reasons).

The readers/writers files only determine who can read and write the
repository, they aren't part of the authentication process.

In many (most, probably) cases you don't want all the users of a system
to be able to log onto the repository.  The passwd file is the most
obvious way to achieve this.
