That got missed during the merge.

It depends on what you want to do.  The NT User permission is the most
secure, but works only at the file level.  chown and chacl allow you to
lock specific branches on a user basis, but aren't as well tested (I'm
sure people are using it but it's a relatively new addition).
The administrative files are separate and are useful for repository-wide
settings like anonymous read-only access.
