[Cvsnt] Cannot read owner file, permission denied

Hi, one of the guys using the cvsnt server keeps getting error messages
of the form:

cvs edit startservice.wse (in directory H:\CVS\devsp\a\src\wise\util\)
cvs edit: cannot read owner file in D:\cvs\dev/a/src/wise/util:
Permission denied
cvs edit: cannot open D:\cvs\dev/a/src/wise/util/.perms: Permission
denied
cvs edit: cannot open D:\cvs\dev/a/src/wise/.perms: Permission denied
cvs edit: cannot open D:\cvs\dev/a/src/.perms: Permission denied
cvs edit: cannot open D:\cvs\dev/a/.perms: Permission denied
cvs edit: cannot read owner file in D:\cvs\dev/mdoc/src/wise/util:
Permission denied

*****CVS exited normally with code 0*****

...when doing a cvs edit. No one else is experiencing any problems. Has
anyone got any idea why this might be happening?  Incidentally the
'.perms' files don't exist on the server.

We're running cvsnt 1.2 server (stable) on a winnt server and cvsnt 1.3
(stable) client on win2k.
CVS gui is being used to control the client.
ntserver is the protocol.
