[Cvsnt] cvs admin command does not send anything to server

client:         NT SP6 / WinCVS 1.3 beta 8

My passwd looks like this:
                    chpa:[passw]:cvschpa

User 'cvschpa' is local administrator of the machine where server is
running. User chpa is registered in admin file (/CVSROOT) as repository
administrator.

With my account chpa I'm allowed to make changes in passwd ('cvs passwd').
But if I want to use 'cvs admin' command to delete revision etc. I got
'usage is restricted to repository administrators'. I verified if a cvs
process is started on the server and trys to access any of the cvs files
with a file activity monitor but nothing happens.

Is that a bug? Should I upgrade the server version?
