[cvsnt] cvs installation

Bo,

1) I use 1.11.1.3 build 57f
2) I am logged on my NT (server) as an administrator
3) so I supposed I am a member of adm group
4)I do not use domain authetication (SystemAuth=no)

I do not have an admin file. What's its format? Anyway, I cannot start without adding users to the repository.

I'll be gratefull for all hints.
