Feel free to encorporate "Perl Compatible Regular Expressions"


with a precompiled version for Win32 here:


Note that the GnuWin32 people have also ported lots of useful unixy programs as 
native Win32 executables, include grep (though you are right, I mostly use 
Cygwin these days).
