[cvsnt] No files shown in commit log

When I run cvs commit I expect to see the modified filenames in the log 
file, but all I get is the standard header lines:

CVS: 
----------------------------------------------------------------------
CVS: Enter Log.  Lines beginning with `CVS:' are removed automatically
CVS: 
CVS: Committing in .
CVS: 
CVS: Modified Files:
CVS: 	 
CVS: 
----------------------------------------------------------------------

even though there are files that have been changed.

cvs version returns:

Client: Concurrent Versions System (CVSNT) 1.11.1.3  (Build 62) 
(client/server)
Server: Concurrent Versions System (CVSNT) 1.11.1.3  (Build 62) 
(client/server)

Any ideas?
