[Cvsnt] Small bug on a new install

I wanted to signal a small bug that appears when a fresh install is done
on a new computer. I just did that on my new version of Windows XP. The
problem that I had was that cvsservice did not start properly as a
service because a CVSROOT was not yet defined. I understand that it
doesn't make sense to start cvsservice whith no CVSROOT configured, but
still, the current behaviour is a at least confusing.
