[Cvsnt] modules file

Hi!

I installed CVSNT 1.11.1.3 Beta 7 (Build 49) on an NT4.0 SP 6
Platform.

I did the following:

1. checked out the cvsroot/modules - file
2. added a few aliases
3. checked in the modules-file successfully

And nothing happend.

It seems to me, that cvs did not update its administrative-file
database.

I kow that I should get the following message when committing an
administrative file:

cvs commit: Rebuilding administrative file database


What is wrong here?
