[Cvsnt] Repository Prefix

I am using 1.11.1.3 Beta 3 (Build 44) and I cannot get the Repository 
Prefix to work.  Everytime I check the option and then try to add a 
repository root it tells me "All repositories must be within the current 
repository prefix".  My Repository Prefix = "D:/cvsroot" and the 
repository I am trying to add is "java".  Here is my directory structure:

D:/cvsroot
       /java
       /temp

It seems like this should work.

BTW: This is installed on W2K Server.
