[Cvsnt] Problem with CVSWeb and annotate / "cvs server"

I have the exact same setup working and annotate does work.  But
in some later builds of CVS server it was broken.  I'm currently
testing build 45 and it seems to be working again.  BTW, I
didn't (need to) make any changes to the script to make annotate
work
