[Cvsnt] Usage of cvs passwd

Ok. I have SystemAuth=no. So what should the file CVSROOT/admins contain?

It should work, depending on the SystemAuth setting in the config
file.  If SystemAuth=No then it doesn't check the system account
privilege, only the CVSROOT/admins file.
