your name must be in "admin" file (in CVSROOT)
manage "admin" file like "your" passwd file (no checkout/checkin)

In reading the info at http://www.devguy.com/fp/cfgmgmt/cvs/#NEWPROJECT I
came across the hint about using cvs admin -b to set the default branch on a
module to the trunk.

Here what happens when I try the command:

	C:\bar>cvs admin -b foo
	cvs [server aborted]: usage is restricted to repository
administrators
	cvs admin: invalid data from cvs server

How do I log in as the administrator?
