Yes, there is a port of bugzilla 2.14.1 to Windows 2000 at
http://www.parrus.com.

I have downloaded it yesterday, but haven't investigated what
changes they applied to make it running under IIS5.

This Bugzilla port is part of the Perforce Defect Tracking Integration
(P4DTI) 1.4.2.
