I had almost the same, except that I used Pragma SSH server.
On the client side I have Putty plink.exe SSH utility.

I'll tell you my experience, not very promising however. I gave up to
run SSH with CVSNT. Something was wrong with how SSHD
handled CVSNT service. I asked people, but nobody around there new the
solution at the moment.
I changed to CVS under Linux and it works with SSH OK.

In my case also the problem was obviously not in the authentication method.
I was able to SSH-login from a command prompt, but CVSNT server did not work.
