I am not aware of any way to run the cvs server in debug mode. Anyone else
that do?
You might try to have a look in the NT servers event log.
Cvs does file operations in the %TEMP% and perhaps %TMP% directories as
well as in the repository (creates temp-directories and so on).
Is it possible that the SYSTEM account has read-only rights on the
repository-directory, but RW-rights on the existing module-directories?
That would cause the cvs server to fail creating a new directory for a new
module.

Hi Jørgen,

Thanks for your comment.  I am very confused that CVS can do any file
operation it likes except creating modules.  I thought it *had* to be a
directory permissions problem but I have confirmed that the CVS user has
full access to the directory.

Is there a way of running the server in debug mode so that I can get more
detail about what is failing?

The message you get indicates (probably) that cvs gets an error from the
operating system. Cvs tries to pass this kind of errors on to you but it
doesn't always work in my experience.
