[cvsnt] Web views as only client?

Hello:

Is it possible for either ViewCVS or CVSWeb to be the 'only' client?

I've been looking at both's examples and don't easily see a way to create
new directories and create new files, but I have to admit I haven't
completely setup a server yet to experiment.

I have a large number of consultants who are offsite, and I would like to
use either of these programs to give them CVS access, but don't want to have
to install / teach any of the CVS GUI front end's.

The alternative is Source Safe Off Site ... although we have the budget for
it, I'd prefer to be able to use an open source tool.

Simplicity and web only is the key I'm looking for.
