[cvsnt] Can not get CVSNT to work Correctly

I Installed CVSNT on a windows 2k machine per instructions on web site.

I Created a respoitory called lexinet and it did not give any errors.

I added a new user account to cvs, when I try to login from a command
prompt on
 the same machine, I get this error:


cvs [login aborted]: Error reading from server 192.168.13.199: 0


I used

set cvsroot=:pserver:mike at 192.168.13.199:/lexinet

Then

cvs login
