[cvsnt] Why is cvs export creating the CVS subfolder???

When I run the command cvs exe like this:
cvs export -r HEAD -d files AdamTest/AdamTest.dof
it creates a subfolder 'files' and gets the file into it just fine.

But if I execute the same command if the files folder already exists
then the command creates a CVS subfolder inside files, which thus
is converted into a sandbox.
This is precisely what cvs export is supposed to NOT do, so why is
it happening????
I use cvsnt build 57g for my tests.
