They are installed in the cvs install directory.  MS don't want anyone
putting mfc70.dll in c:\windows\system32 any more, but provided your paths
are setup correctly (done automatically normally) it'll work.

The 'unable to modify path' error you got means you have an invalid PATH
environment variable and installshield doesn't know how to modify it (and
even if it did it wouldn't work because the system wouldn't be able to
make sense of it until it's fixed), so you have to do it by hand.
