[cvsnt] "No roots defined in server configuration"

Hello World,

Using the ":local:" method I added a new user "ATs" and imported a module
"CM3". The repository is "D:\CVSRepository". In the server configuration I
don't use the repository prefix, and in the list of "Valid Repository Roots"
I see "D:/CVSRepository/CM3"
CVSROOT is now set to ":pserver:ATs at server:D:/CVSRepository" HOME is set. No
I try to
cvs login
but I get the error message
cvs [login aborted]: No roots defined in server configuration

Whats' wrong?
