No... you can (in theory) do it completely from the control panel, but server
configuration is different to command line init - anyone can init a repository
to use locally, but only someone with sufficient privileges can open the
control panel and actually authorise it to be used by the server.

You can even init repositories remotely on some versions (AFAIK 2.0.3 allows
this but it's not considered much more than a wishlist to get it to work when
it breaks) but you still need to go onto the server and authorise it first.
