Yes it does, then it restarts everything afterwards.
Note: If you have an older version of CVSNT installed (approx 1.11.1.3b66)
then you should first uninstall the older version because the new installer
will not find the old installation and upgrade it.
But if what you have is 2.0.x then you are 100% OK to run the setup.

    I am also planning an upgrade.

    Does the installer stop the cvs and cvslock services before installing
over the old version?
