[cvsnt] Is usage of cvs.exe (as client) discouraged atthehostwhere the repository lives?

Local mode is fine (it even works with lockserver).  The problem only arises
when people start to use network shares with it.

cvsservice.exe doesn't do anything special... it just launches server
processes.
