Quick test done here using WinCvs 1.3.14.1 and cvs 2.0.11 client and server:
-Added a binary file (Excel sheet)
-Changed it twice and added these as new revisions
-Graphed the file and selected revision 1.2
-Used the AdminOptions/DeleteRevisions from popup menu to remove one revision
-Changed the file a couple of more times
-Shift selected several revisions in the graph view
-Used Graph/AdminOptions/DeleteRevisions (pop-up cannot be used on multiple selections)

In all these cases the revisions were removed successfully.

There is only one catch, admin -o does not work on binary files.
At least that is how it used to be, but things tend to change around
here
:-)
