Because CVS is a system built primarily for Western systems and it has been expanded
to handle also files with strange non-Ascii *contents*. But the file names still have to be
ascii. Also there should not be embedded spaces at least not in folder names.
I don't think that Kanji will be allowed anytime soon...
Come to think about it, I doubt that user logins containing Kanji characters can be handled.

Tony may have more to say on this though.
