OTOH since the only people that can execute 'cvs admin' to change an 
existing file are repository administrators, the only problem you'd have 
would be someone using 'cvs add' with one of the new options...  that's 
relatively easy to keep track of (it's well within the capabilities of a 
commit/verify script).
