[cvsnt] Trying to commit an none up-to-date file

If I try to commit a file which has been changed by someone else, I get the
error message below from Wincvs
cvs server: Up-to-date check failed for `copyPPB.bat'
cvs [server aborted]: correct above errors first!

But then I have to push the red button in Wincvs to terminate the process,
should it be like that?
