That's the way we do it here.  Note that because of the way CVS deals with
checkouts, in order to give someone the ability to check out a file or
module, they need to be able to browse, view, create/edit/delete files.
Basically everything to the holding folder and to the parent folder(s).  To
make it easier, we created a CVSusers group, and grant permissions to that.
We have a few users with limited access to modules, so we just give them all
permissions to what they need to access.  Works really well.
