It's setup to build on my system, basically.  My d:\cvsbin has a
specific structure that the release builder uses to create the files. 

The batch script I use for testing is just:

copy d:\cvssrc\cvsnt\windebug\*.exe d:\cvsbin
copy d:\cvssrc\cvsnt\windebug\*.dll d:\cvsbin
copy d:\cvssrc\cvsnt\windebug\*.pdb d:\cvsbin\pdb
copy d:\cvssrc\cvsnt\windebug\cvsnt.cpl d:\cvsbin
copy d:\cvssrc\cvsnt\windebug\cvsnt.cpl c:\winnt\system32
