[cvsnt] Strange behavior of CVSNT

That looks like standard output, rather than anything sent via the
network.

Try setting CVS_CLIENT_LOG and seeing what's sent via the protocol.
I've updated the cvsnt server to make notify requests non-fatal for
readers, and just ignore them... I'd be interested to know why they're
happening though.
