[cvsnt] installation problem

I think a limitation of repository prefix is that it doesn't work at the
root level.  Try removing repository prefix and using the 2nd cvsroot listed
(:sspi:localhost:C:/cvstest/).

Alternatively, create c:\cvsrepos and put your repositories in there.  Then
you can set repository prefix to c:\cvsrepos and it should work as expected.
