[cvsnt] Why "Panic - Administration files missing" message?

Because you are not issuing the command in a checked out sandbox.
Look for subdirectories 'CVS' in all of the folders fromC:\BuildNew\Makehtml
and down into the tree, they are nowadays set as hidden. These always exist
in a checked out copy of a module and contain the adminstrative files of the
sandbox. Without these you cannot perform an uptade command or any other
command except checkout.

NT4 Server, running CVSNT latest stable.
Client running Win2k Pro, WinCVS.  Issues the following command with the
following results:

cvs update -d (in directory C:\BuildNew\Makehtml\)
cvs update: in directory .:
cvs [update aborted]: *PANIC* administration files missing

Why?
