Works here...

cvs admin -m 1.25.2.1:"changed revision text" test2.txt
RCS file: f:/data/projects/cvs/Develop/test2.txt,v
done

I can't get the WinCVS command window to work though, I just get 'Invalid
syntax'.  I think my WinCVS is fubar.
