You are absolutely right!
Doing these chores from a "real" command prompt in the sandbox works as
per the CVS manual!
I successfully first changed the message and then deleted the revision entirely.
(For testing purposes)

I can't get the WinCVS command window to work though, I just get 'Invalid
syntax'.  I think my WinCVS is fubar.
