It will probably have been installed when you installed the cvsnt server -
it may already be running (the control panel will tell you).

To enable it you checkout CVSROOT then add the line:

LockServer=localhost:2402

to the config file (comment out/remove any LockDir lines if there are any). 
Check that back in and cvs will start using it.

By default the lockserver uses port 2402, which is just an arbitrary port. 
The clients don't need access to it, only the server, so you shouldn't need
to allow external access to this port.
