[cvsnt] Commit - Force Revision broken on binary files

I found that adding a new binary file to a module and committing it for the first
time is broken if I choose the Force Revision option.  The result is that the file
gets the desired revision number, but loses its -kb flags and is saved as a regular
file.  This was tested with Wincvs v1.3b12 (1.3.12.1).
