The only reason I suggested manually updating the version number is that CVS 
doesn't bump the major version ever, so you can have version 1.102394, which is 
mostly unhelpful.  I only suggested bumping the major rev so that you don't have 
unconstrained growth in the sub rev.  It is still better to use tags to mark the 
collection of files that belong together at some "version" or "release" level.
