You forgot the rest of the sentence...

"I believe it is legal to use PuTTY, PSCP, PSFTP and Plink in England and
many other countries, but I am not a lawyer and so if in doubt you should
seek legal advice before downloading it."

...which basically says the same as I'm saying, in different words (if you
download it and they throw you in jail for it it aint my problem).

If I can come up with a decent wording I'll stick something on the cvsnt
homepage.
