>cvs server: `/export/cvs/CVSROOT/VolumeLibrary' is not a directory

Login to the server and check that file with ls -l - you'll probably find it's
either a file, or not accessible (one of the quirks of the Unix version is it
can't do a directory check on a file for which you don't have read access).
