Sure the file is different from the repository revision ?
If there are no differences CVS will not create a new revision 
unless you force it to do so (but WinCVS will still keep the file 
"red").

Greeting,
One of the file in save has an extension "Mod.file"; when trying to
commit
it, it doesn't update the version from let's say 1.1 to 1.2. Anyone
knows
what the problem is?
