I see. I guess what I need to do is to check out CVSROOT/config, and
uncomment that line lockServer, and check in.  Is that all I need to do ?

Did you set a LockServer for your CVS Server?  If not, then people checking
out files need to be able to create temporary lock files in the directory,
whether they are checking out read-only or not.
