This message is usually generated by the so-called reserved edit
mechanism. Usually you should only get this message when you invoke the
commit command with the -c option ("check for valid edits" in WinCvs'
commit options). Could it be that you've got a cvsrc file somewhere on
either your client or server machines that sets this option?
