CVS has a special module called "CVSROOT".  If you
check this out, you'll get a copy of all the special
CVS admin files.  One of these is called "modules".
Have a look at the comments in this file; in particular,
the use of the "&" character.  Once you check in changes
to any of these admin files, CVS will notice and act
accordingly.
