Just a matter of personal tastes.  I like both, but Tortoise works better
for the way I work.  WinCVS has more powerful macros / scripting but I never
got into that (I don't know Python and I'm comfortable doing my modest
scripting in command files).

I suggest you try them both out.  Maybe you'll end up using both, there is
no problem that I'm aware of running them both at the same time.
