99% of administration can be done by checking out CVSROOT and editing the 
config.. not that there's much to do once it's set up - you can generally just 
leave it to do its stuff.

If you're using SSPI then the CVS users are just the users with access to the 
box (specifically those with network login rights).  The only thing you need 
access for is to add repositories.  If it's planned right then you only need 
to do this once and probably never again.

I'm sure if there's demand someone will write a web based config program, but 
nobody has yet...
