cvs -H import is a start, also refer to http://www.cvsnt.org/manual/

Note that CVSNT is in active development.  I'm not sure when the -C 
option was added, but -n is relativly new.

cvs import -n will disable that.  Read up on the classic import command 
for info on the vendor branch.
