[cvsnt] Chinese and Japanese

Hi, All
During the project development, I encounter this problem.
Developer A's coumputer's default language is Chinese and B's is Japanese.
After A importing a Japanese module into CVS, B can't check out that module.
If B switch to Chinses, B can check it out.
How to solve this?

CVSNt server: 2.0.11
Client: Wincvs1.3.13.1
OS: Win2000 Profession
